Windows 98 Clock

I had my backup setting
up the first PC and then imaging them and he kept the 98. Anyway it went
okay at first, but for some reason the clock is always an hour behind. Its
checked off to automatically compensate for Daylight Savings Time, is set
for the eastern U.S., and is set to the proper time. But once it is
rebooted it is once more an hour behind. (I checked at the Microsoft
Website but saw nothing related to this.)
Any ideas?
