Windows 98 File Attribute Control

How can I get Windows 98 to leave my file attributes alone when I copy them. It keeps changing open access files to Read Only and/or Archive but is not consistent even within the same folder. My settings are to Share files and I am not on a network.Every time I copy to another folder, CD or diskette, I have to open File Properties and untick everything!
