windows 98 floppy drive

Hi,
I’m trying to install win98,and when I try to boot to the floppy w/a startup disk the floppy drive light stays on constanatly and it does not see the floppy in the drive.At one point I was able to boot to it and reformat my drive. I tried another a drive and cable and still the same results. Thanks
