Windows ’98 OS from a CD

I have learned how to create a bootable CD, but it’s not what I am looking for. I would like to be able to boot from a CD and have it look and react the same as if you were looking at Windows from a hard drive.

I need to be able to use windows from a CD. I know that you can’t write to it after it’s created, because it’s a CD. But I need to be able to go to a DOS Prompt from this CD/Windows ’98.

Thanks for all your help. I’m really not this spaced out, I’m just missing some small part of this problem.
