Windows 98: problem installing programs

I have installed a new hard drive in my computer. The computer identified the large drive fine. I was able to install Windows 98 second edition, and MS Office, Quicken, and other standard programs. I’ve tried to upgrade to I.E 5.5, and install other programs and the pc will not let me. The installs fail without errors, or appear to complete but after rebooting the programs will not run. What could cause this?
