WINDOWS 98 SE Context menu

I am using WIn 98 SE & i have a strange problem. am not getting context menu for the icons on my desktop.

when i right click MY Computer & select Properties tab am not getting the dialog box , instead it comes back to desktop without performing any actions ?

Whatz causing this behaviour & whatz the solution ?
