Windows 98 SE Shutdown

We have alot of problems with Systems not shutting down. They all use Win98 SE OS. Once you select Shutdown the system begins is shutdown but stops at the screen “Windows is shutting down”. I have installed the Win98 SE shutdown patch and that will work for a short time and then back to the same thing. I have removed the sound file from shutdown, disabled and re-enabled fast shutdown that didn’t do a thing. I also replaced the “Rundll32.exe” file and that works for a short while too and then back to the problem.

Any one else have any ideas? The only other thing I can think of doing is using a batch file with the following command “C:\windows\rundll.exe user.exe,exitwindows”.

Anyone else had these problems and found a solution?????
