Windows 98 Shutdown

Has anyone got a solution? The problem is that we have a number of laptops (Toshiba) with Win98 Second edition. They never shutdown on the first shutdown only on the second. Have worked through all the Microsoft solutions and have even applied the shutdown supplement.
