Windows 98 Shutdown problems

Everytime I shutdown my computer it automatically reboots, so i am forced to turn it off without shutting down properly. When I turn on my computer again it opens up with Microsoft System Information, I am guessing that this opens because of my shutdown problem. How can I fix my computer so that neither of these things occur? Thank You
