Windows 98 Wuser32 error message

I have a pc on Windows 98 that will come up for about two minutes. Once you click on any icon or try to do anything the error message Wuser32 pops up saying this program has performed an illegal operation. When you select details it says WUSER32 caused an invalid page fault in module . I was hoping to fix this without reloading windows.
