Windows 98SE on floppy

On my computers I only have a floppy drive. On one of my computers I can’t get in because the explorer. exe is missing. I have tried a bootdisk with no luck. Is there any other way for me to try and fix this problem? I was also wondering if I could copy Windows 98 from a CD onto a floppy?
