Windows 98se restart problem

I recently installed a PS/2 Gyropoint remote mouse and also a USB Belkin mouse on a Dell Windows 98se system. Now I am unable to restart the system. However, I can shutdown fine. I know this problem exists in the MS knowlegebase, but when I follow the instructions, neither mouse will work. Is there a better solution?
