windows can’t open install.log

i have a dell opti-plex gx1 w/a 350mhz pIIand128 of ram.im having a problem getting the computer to recognise a new cd-rom that was instaled.the old one was replaced when i re-installed windows 98and the driver file disapeared after the instalation(the disk i used was a copy and i dont know if it is a second edition or not)i replaced the IDE cable when i got the new cd-rom and cant figure out what to do next.And on start up the instal wizard cant open INSTALL.LOG any help would be great…Thank you for your time
