Windows Disappearing

Running Citrix on a Terminal Server. I have several remote users who will have a popup window that they need to answer a question in go behind the application window and then they can’t bring it back as the active window. What could be causing this and how to fix? It is isolated to several users. They are not clicking somewhere in error to cause this.
