Windows Explorer FILE menu changed?

I have a W95 user who has somehow managed to change the FILE drop-down menu in Windows Explorer. Specifically, the FILE>NEW item, as well as FILE>OPEN, FILE>SAVE AS, etc., is not there. Instead, A list of the most recently visited files/folders is there. I’ve never seen this before and can’t find anything on the topic. Any clues out there?
