Windows Explorer Menu Missing

I have no idea what one of my users did, but when opening Windows Explorer, there are no menus at the top. I can’t figure out how to get the menus back. Anyone have any ideas on how to get them back? Registry edit or whatever help would be appreciated. Thanks.
