Windows explorer problem

Hi

This is my problem.
My Internet explorer does not want to open a second ore more windows. It repeats by giving the message; this program has preformed an illegal action, and Internet explorer has preformed an illegal action and will be shut down.

I have reinstalled explorer after I removed it completely from windows, I have also reinstalled Windows.
I am using windows 98se and upgraded to explorer 5.5
I do use a kick program to close any unwanted popup windows. POW is its name, I also stopped it but the problem persists.

Are there any suggestions??
