Windows Failure (Win98) To Continue Load

Windows began to load and then stop ,check Bootlog.txt and noticed when it got to the ttf. fonts I got Loadfail =c:\windows\fonts; Failure code is 0016. Check to see if gdi.exe Loaded okay and if Font directory was still in windows (okay)
