Windows for Workgroups 3.11

How can I make Wfw 3.11 see more than just 4MB of RAM? I have a P3 700 128 MB RAM on a quad-boot, when trying to install IE5 for wfw3.11, the System Memory Checker pops up the error not enough memory.
