Windows hangs at boot

My Win98SE machine is having issues during the boot sequence at the moment. When restarting, it displays all the right signs, and makes all the right noises up until where the desktop picture is installed. At this point, the HDD stops spinning andthe system hangs. It doesn’t do this all the time, just on odd occasions.

Does anyone have any ideas as to why this happens?
