windows installation freezes

I have a PC that I am trying to reload win98 se
on. It was necessary to replace to replace the
motherboard due to a power surge issue. I replaced
the m-board, power supply, ram and HDD. Now when I
try to load windows 98 se, the installation gets
to the point where its loading files to the HDD
and constantly locks up at 6 to 7% and gives me
a stack dump error. Need help!!
