Windows Installer Service

Hi,
I have w2k adv. server with Active directory.I created two 2 OU’s in it.I want my sales OU’s users can use only work and excel and my marketing OU’s users can use only oracle and foxpro.So i want to know how to create a MSI file and insert my applications in it.
