What is WIS or Windows Installer Service?

Apparently, WIS seems to be another name for the ADD/Remove Program in the control Panel of windows 2000. If this is so, how is this windows 2000 Add/Remove Program any different from the other Add/Remove programs in Win 98 or NT ?
