Windows keeps Hanging

were using Win me and when i close and windows and rebot the systems it opens only safe mode after the safe mode then the black screen will appear and the blink cursor appearing on the top.

Again i reboot the system so many time and same thing happen after, this error message appears (error 060167 bff44008)? any idea what is this caused of error
