Windows Lock Out

I am running a win98 pc (clone) and I would like to lock out my machine from the boot (before the menu options.) I want to be able to do this, so that when the f8 key is pressed nothing happens. The senerio I would like to have is this…

I boot the machine….Windows user name and password dialogue box comes up. If I restart the machine, I do not want to be able to bypass any part of the boot. I want it to come up immediately.

I do not want to be able to workaround this.
Is this level of security impossible with windows 98? Would I have to get an upgrade to win200?
