Windows Locks up

I have just built a new pc formated and partioned as normal loaded windows 98se but when it starts it locks up at windows tutorial screen every time.
Can anyone help i know this is a little problem to some but to me it’s a major concern.
I’m disabled and housebound and need this new pc to work
