Windows ME and Com ports

I have installed a USR modema and under the diagnostics the modem is communicating with Windows ME. When I try to use it however, it always come back, even after hardboot, that something else is using the modem. How do I track its usage? Additionally, it assigned to COM1, but COM1 doesn’t show under the port section of the device manager.
