Windows ME and Dial-up Networking

I have a home user with a Windows ME based PC that keeps on dialing up the ISP when he tries to shut it down. The only way to continue is to select End Task – not a very elegant end to the day! I cannot see anywhere where this is configured. How do I stop it trying to dial up when shutting dowmn?
