Windows ME – Answering incoming calls

Resently I upgraded both of the windows systems on my home LAN to ME. I have o complaints but the fact that every time a call comes in the modem answers the phone. One thing that seems strange is that this hapens even while the log on the network screen is on. The fax services are turned off. I have not seen an postings about this isssue at this time. Is it an entry in the registry? Tech net has no mention of it that I can find.
