Windows Me/ Compressed folders

I searched my hard drive for .zip and 13 folders came up. With the advice of a friend I was told it was safe to delete these folders, that they must have been extacted at one point or my system would be having problems(most all of the .zip folders pertained to my ISP provider) I went ahead a deleted and emptied my recycle bin a short time later. Next day went to log on to the net , would not work at all ? Luckly I have Norton unerase wizard , I was able to locate and restore the .zip folders. Can programs run directly from the .zip folder in its zipped form ? When I right click on a compressed folder in Windows Me a extraction wizard is supose to open up. On my system when I right click and then click on extract all , it quickly unloads the folder then closes. It does not ask me what location I want the files placed, like it supose to, and then I have to do a search for the files ? Any ideas why my extaction wizard is behaving this way? Thank You
