Windows Me control pannel

In the communications panel when I check the dial up networking check box it does not show any memory used.
I am having trouble installing a progran called PAL.
It is a dial up for our co.I get an error message that says no dial up network installed.
I can install AOL 6 and it works ok.
But there is still no memory used in dial up.Just then check box checked.
