Windows ME install error message

I have tried to install Windows ME on my laptop, which is a Compaq Armada 7770 (Pentium processor with 266 MHz). It gives me the error message “Windows cannot be installed on this computer because the processor is not at least 150MHz.” This a known problem with ME and in Microsoft article Q266219 it directs you to shut the computer down for 10-15 mintues, remove the battery pack and start up on AC only. I have done this (several times), and I still get this error message. How do I get past this?
