Windows ME internet pop up window

Hi guys
When I start my PC and when it boots to the desktop, the Connect to Internet dialog boc pops up..
How can I disable it so that it will appear only when I WANT to connect to the internet.
(By the way, the connect automatic is checked off )and I am using IE 6 and it used to happen on the IE 5.5 as well
