Windows ME won’t restart

Windows ME Won’t Restart
I just installed Windows Me and it when I chose to restart the comp. it starts to shutdown gets to a black screen and sits there with a blinking curser in the top left corner. I shut the comp. off and turn it back on and it starts up fine doesn’t run scandisk or anything.
I’ve updated the video drivers, sound drivers and Windows ME updates and the prob. still exsists. What are some other options to fix this problem.
The Cpu is an AMD 266 not sure what motherboard. I’ve also reset the Bios settings. What is the ADPM, Someone told me to check that.
