Windows ME Won’t Restart

I just installed Windows Me and it when I chose to restart the comp. it starts to restart, gets to a black screen and sits there with a blinking curser in the top left corner. I shut the comp. off or restart it, and turn it back on and it starts up fine doesn’t run scandisk or anything.
I’ve updated the video drivers, sound drivers and Windows ME updates and the prob. still exsists. What are some other options to fix this problem. I’ve also went through the selective start up through msconfigand still no luck.
The Cpu is an AMD 266 not sure what motherboard and has Onboard video and sound drievrs. I’ve also reset the Bios settings, and even reinstalled ME again and the problem still isn’t fixed.
