Windows not recognizing new CD/DVD Burner

I recently purchased a new CD/DVD burner for my Toshiba Satellite P15 (the old one died a slow death). Pulled out the old one, put in the new one. Windows did not recognize or see it at all. Nothing shows in Device manager (no conflcts, no listing, etc.). Put my old one back in (which didn’t work but would be recognized as there) and now that one is not recognized either.

Even sent back the new drive to get a replacement and same thing. Any ideas?
