Windows NT 4.0 DNS

I have a dns server set up on a windows nt 4.0 server with servicde pack 6. It works fine for resolving fully qualified domain names. But I cannot get it to resolve the single label names of servers without a 15 second delay. Obviously the resolution is not occurring through dns. I have the use wins checked in dns and this sure does not improve anything. How do I get this to work with my short server names? I.E. rocky, server1, etc
