Windows NT Powerdown on ShutDown

Win NT 4.0 w/ service pack 5

On Selecting Shutdown – How do you get Windows To Power Down an ATX machine instead of getting the “Click here To restart” screen.

Editing the registry in Hkey_local_machine\software\microsoft\windowsnt\winlogon\ -powerdownaftershutdown=1 gets rid of the click here to restart screen BUT it does not power down the PC.. it Reboots it.

How does one get NT to Power Down completely and not reboot – like Win98se on an ATX machine.
