windows profiles

On W98 system using W2k server , when I log in as a user other than admin MS Office products give message that this program must be installed to be run, as I have hundreds of users it is inconvenient to copy admin profiles on top of other profiles. I have enable profiles in system Policy is this wrong? How do I avoid Office problem?
