Windows protection error” – Won’t boot.

“Windows protection error. You need to restart you computer. System halted.” Fujitsu Biblo NE3/43E laptop. When powered on, it goes straight to this message. I can’t even get to the BIOS to change the boot sequence so that I can boot from a floppy or CD. What can I do to get to the BIOS?
