windows-setup is blocked

when trying to check if universal plug an play is activated(this woiuld be a security hole!)i must enter windows-setup.
in one of my two winme-pentium 1-machines there is an error:
run32.dll caused an error in setupx.dll

how can i solve this? on both machines(running cbale-modem) there is no security problem and norton system works shows no problems. also firewalls are on.
