windows shut down options

I recently installed an application, and the installation went fine. However, when I cick on the start button\shutdown. I am missing an option that used to be there. I should see an option to standby, shutdown, or restart. The standby option is gone. Where in the registry is this value located and\or is there a way to repair this option without reinstalling the OS?
