Windows will not start

I have a Pent.3 866 Windows 98 SE. Windows will not startup. It goes so far, then says While initializing device VKD Windows protection error Y. I have tried hooking up two other working for sure keyboards, it did not help. I opened the cpu to see if the keyboard connector is tight and it is . The cpu will not go into safe mode, or into BIOS, nor will it start with the Windows 98 start up disk. There is a clicking noise in the area of the cdrom and the floppy. Could one of these be causing this? Help please!!!
