Windows XP – Admin. rights

We have received our first Win XP Home Edition PC in our district. We have Novell client on the machine. Upon login as admin, the machine will ask you to retype your password for the windows login, That individual is now the admin of the machine and no one else can login. How do I reset the above and avoid this problem in the future w/o reinstalling XP?
