Windows XP ‘All Programs’ arrow

This program is affecting only my laptop and one other desktop at the company.
Upon moving the mouse over the ‘All programs’ arrow, it does not expand to show ‘Windows Update’, ‘Accesories’ etc.

Some users also complain about the speed whenever they have to access the server. We are running Windows 2000 with Active Directory.
