Windows XP Group Policy Problem

I have a Windows 2000 DC with some group policies set up, but in one lab, the policy applys no matter who logs in. Normally, it should not apply for any locally loged in user, or anyone in the Domain admins group. It prevents me from installing programs, restarting the machines and other restrictions I use with the policy. Any ideas what’s happening?
