Windows XP Help Center (helpctr.exe)

I had to do a fresh install because of this problem last month…
XP’s Help and Support does not work anymore.
I execute it and the program helpctr.exe does load up (in taskmgr) but then disappears, and I get no help screen.
I did a SFC and restored files but it caused my video drivers to not work. The Help and Support still did not come back.
Short of another format, what is going on and how do I get the Help program to work again?
If Microsoft did not make it so web like, this wouldnot be happening.
