windows xp help

A while back, i posted a question about an error message that pops up when i am on the internet, C:\DOCUME~1\Owner\LOCALS~1\Temp\WERC.tmp.dir00\appcompat.txt, i dont know what it is or anything, it just shows up, ive installed spybot search and destroy, adaware se and microsoft antispyware, deleted my files and cookies and everything i could, but still the message occurs, i would GREATLY appreciate the help.
