Windows XP Network Prob

I have a PC Running Windows XP (Athalon XP 2000+ WITH 1GB of DDR RAM) connected to a NetGear RT314 Cable Modem Router. When the PC is started everything loads correctly and the network says it is connected. Packets are being sent but nothing has been recieved. If I diable the network and then enable it the network functions beautifully. I have brought down all the bug fixes that I can find for XP and my NetGear Router but so far nothing has fixed it. Any suggestions?
