Windows XP Pro Won’t keep setting

Pro will not keep my control panel setting I always have to set it back to Icons when I open it it comes up in lists I would liek to keep it in icons. When I turn my computer off and then back on with a restart my taxk bar always shink to regular size I have it set for two row of icon from the quick start I do have it locked but nothing works on it I always hve to unlock take it back up and then lock it back down.
